I believe that parents in China can have more than one child, but they apparently need advance permission from the State.  Also, twins or other multiple births, are considered legal.

Series of short articles regarding that topic - I can't speak to how accurate they are, though.

They know who you are. They called you after all. I say "Hello" and wait for them to tell me who they are. Caller ID tells me their number, but standard telephone courtesy requires the caller to identify him/herself before starting the conversation. If they say, "Hi, OTD! How are you today?" there's a good chance I don't want to talk to them anyway, so I say, "Who is this, please?" My question saves us both a lot of wasted time. Unless they insist upon delivering their spiel, in which case I just lay the phone down and go back to whatever it was I was doing before they called.
