In the case of the Skipper, I think he is trying really hard to avoid looking at Mary Anne's bare midriff (and getting caught), so he's just frozen out of a sense of nautical propriety.

He likely would. He thinks everyone and everything wants to be his friend. One of many reasons he can't be an outdoor kitty. He fearlessly walks up to big dogs to say hi etc.

Dam you... now I want cake batter. I want it bad. I need to chain myself to the office so I don't go into the kitchen, where there is flour and eggs and sugar and Ghirardelli cocoa... mmmm.
