The full moon in the northern hemisphere is highest on the first night of winter, just opposite of the sun. Lowest on the night of June 22 the summer solstice. It might not be full on those dates though. So if it was the New Moon it would be highest at noon on those dates. If it was a New moon on the winter solstice it would be the lowest like the sun and highest like the sun on the summer solstice.
