There's nothing secret or experimental about it. Every prison that uses administrative segregation and/or has a segregated housing unit (which is most prisons in the US) does this all the time and to lots of prisoners. Anyone with cable TV can see dozens of hours of coverage of this atrocity per week. Mighty hard to miss it.
