I know a bar exactly like that and it is high time for me to stop knowing it. As a matter of fact, Waits may have been there once, many years ago. I can't remember if it were there or another place nearby.

Would sound good next to The Specials' Ghosttown...

Waits is a great songwriter but this performance is just bad.  A caricature of itself.

The man can sing (see: The Heart of Saturday NIght, last notes). Why has he sunk into this fascinations with willful ugliness?

I can almost see him stepping to some smokey mike in a dingy Parisian cafe and slurring this one out.

The man has always had the most evocative voice.

This is only my opinion but... Sincerely. This is terrible singing. Can't find any reason to listen to this. Sounds like he's dying from a pulmonary disease.
