It is from a SNL skit, with Mike Meyers, called "Sprockets." Mike Meyers played a German talk show host who would end each episode with, "You may touch my monkey," if he approved of the guest. I have to agree there...both versions, there's a slower one I think on an added disc that comes with the compilation, less produced, more emphasis on the vocals, which is quite pertinent here.
