It's not an imitation. It's actually cleverly edited and joined sound clips from broadcasts.

Trivia: The Lou Reed baseline is a secondhand sample -- what you hear in this track is a sample of A Tribe Called Quest's "Can I Kick It?" which sampled the Lou Reed baseline back in about 1992 or so. The clanging noise you hear periodically is the giveaway.
