Not only couldn't just one person explain the bill, but even 12 couldn't have explained 12 individual sections of it. The reason is that no one in Congress wrote it! Supposedly "neutral" think tanks, lobbyists, and others with an interest in whatever issue is being addressed write these bills and submit them to those they have given campaign money to. Conflict of interest? Of course. The fact that Pelosi admitted that no one including herself could explain the law and would have to wait and see was most likely a slip of the tongue.
