For windows, I highly recommend Exact Audio Copy (http://www.exactaudiocopy.de). Uses AccurateRip to give give good rip results (although might be slower than other rippers), and does a pretty good job even with scratched/damaged CDs.
As far as what codec to use, I think it depends what you're looking for. If you want a high quality, exact copy of your CDs on your computer, then you should use a lossless format (I like and suggest FLAC). Down sides, they may not be playable on all devices (though FLAC is supported on some). Also, going to take up more space on your hard drive than an mp3 (I think 4-6x).
MP3s (a lossy format that gives you smaller files, but you lose some sound quality) are always good option because they are supported universally. You can chose a variable bitrate (VBR) or a constant bitrate (CBR). I suggest a minimum of 192 kbps for sound quality, 320 for the best (again, going to affect file size).
AAC gives you better sound quality than mp3 for the same bit rate. It's becoming more supported than it used to be (but still not on microsoft/zune/windows phones as far as I know, but that may have changed).
You could look at OGG Vorbis as a lossy codec if you want open source, but will again be looking at potential device support problems. |

If you are using a MAC you can use MAX or Audacity on a PC or MAC or EAC for just PC. These are all freeware |

Our library is currently stored as 320k MP3 files. They transcode quite nicely (if you do it properly). We're preparing to transition into using FLAC files. That should happen gradually over the course of the next year or so. |
