I believe that parents in China can have more than one child, but they apparently need advance permission from the State.  Also, twins or other multiple births, are considered legal.

Series of short articles regarding that topic - I can't speak to how accurate they are, though.

NPR is running a story about the male equivalent to the chinese tiger mother— the wolf father.  he speaks no english...so he's probably a chinese resident...and he has multiple children.  how is that possible?  i thought the law in china prohibited having more than one child per family.  maybe he fathered his brood before that became law.....just seemed odd.
