Like Scott mentioned, that is the rind and it's a "safe" mold.  Some people find the taste too bitter, but I really like it.  Triple-cream cheeses like St Andre or Explorateur are richer (=>75% fat content) and the rinds generally aren't as hard or sour.

yep - light scrape and look for mostly original color/texture.

Brie, I eat the top and bottom, I'll gouge out the rind around the round edge until I get too much crunchy stuff, but it's more of a texture issue for me - if it's soft, the whole thing gets eaten.

I've always felt that evolution gave us a pretty good skill set for discerning good/bad by smell/taste.  I know it's not foolproof, but we didn't cross all the continents by leaving sketchy protein behind.  I always say that Mrs. Islander will be in trouble during the zombie apocalypse because of her unwillingness to eat anything but the purest meat (she makes me cut the fat out of ham... which is okay because it goes on my sandwich).

Well that rind is what you're paying for, so if you don't like it, just get something else. Velveeta, maybe. The rind on a "fresh"  (stored properly, etc.) brie or any good cheese is safe to eat.

Discussion on our local news channel: Can you cut the mold off of cheese and eat it?  The whole news crew were disgusted by the idea and insisted that they would just throw it away.

Maybe it's because I've been really poor, maybe it's because I'm a boater and sometimes can be a long way from a store, but the idea of throwing away cheese because there is a little mold is crazy.  I'm a little more suspect of wet stuff, but I'm very comfortable scraping off a bit of ugliness from spaghetti sauce or salsa to get at the good stuff underneath.
