I don't think Netflix decides.  I think it is the company that produces the movie.

Can anyone explain why a film that is 20+ years old is available only on disc, while some films that were released just in the past year can be streamed? What are Netflix's criteria for deciding what is streamed and what must be mailed to you?

If anyone is wondering just how bad their connection is to Netflix when watching instant video this test clip shows your actual throughput and resolution. Many ISP's throttle the connection so you can't get the full 1080P. Verizon, my ISP got rated dead last for doing this in Netflix's recent ISP ratings. Even though I have a 12-15mbps connection according to this test its always throttled to just 3mbps while watching Netflix which is only good for 720P. Verizon also just raised the DSL price on me last month so I guess its time to switch to Bombast as much as I hate to.
The test clip is pretty boring but it does let you know if you are being throttled on a fast connection. Its also fun to read the comments while its playing,

The last Silverlight update caused it not to work with Chrome anymore but it still worked fine with Safari on my Hackintosh. The latest beta of Chrome fixed the Silverlight problem however.

I always wanted that, too, but actual good channels (are there any anymore?) are subsidized by the proliferation of junk. Exactly the same way the postage on your letter to the governor is subsidized by all the junk mail you get. Bottom line is cable would, on average, cost the same* for fewer channels.

IMHO cable could be a lot more competitive if they'd sell individual channels. THE reason we no longer have cable - or DirecTV - is because we have to pay for so much that we never watch.

The proposed increase will (for now) only affect customers who will have signed up after June 30 by having their fee be $1 or $2 more ($10 monthly, instead of $8).  It seems like Netflix is trying to foment a "membership drive", similar to what Amazon attempted a couple of months ago by bringing up the possibility of Prime prices increasing.
