It seems to be the entry point for a good number of rap careers. Either way, I have to agree with the better to burn out sentiment - Alice Cooper is on the casino tour here and it is just odd to here someone eligible for social security singing about schools out.

It seems like that particular charge would require a lot of evidence, but probably gets talked about a lot because of hearsay and bad rumors. Or just plain publicity stunt/marketing ideas.
