Also, ABV is a higher number than the ABW used for the 'lower' alcohol beers. They are also a range with a statistical error built in. In Colorado for a long time the variant range for 6.0 was much higher than 3.2 and I was told by a well placed person at a certain Golden brewery that for a long time it was not uncommon to to fill different cans (3.2 and 6.0) with beer from the same vat for convenience. 

Wyoming has some odd laws too, all protectionist (like that one seems to be... no one can sell real beer unless they pay thru the nose, ergo, the big sellers won't have to worry about any mom & pop startups). But point out the irony in a state full of anti-gov't types and someone will moan about it being "good for the kids" to keep it the way it is. But anyway, ABV never was part of the law here, except they recently said it's okay to publicize ABV but not to advertise it. That is, they changed the state law to agree with the federal law that says it's now (as of about 20 years ago) okay to print ABV on the label, so Wyoming changed to match that. Which is good. And they also added that you can't start a war over "ours is higher in alcohol! Win!" but no one understands that. The mormon-owned liquor store () puts up banners saying "Old Milwaukee is 5% vs 4% for that other cheap crap we sell, so it's a way better deal!" etc. I'd love to get them busted for that but whenever I mention it to people whose job it is, they don't get it.
