Each and every employee needs to be vetted, and either indicted or re-hired under a new contract that requires them to condemn "loyal Bushy"-ism, and reaffirm their loyalty to the US and its Constitution.
For the gray-area cases, help find those people new jobs in government. Clerical and support staff should be able to do their thing anywhere. Lawyers who will not be tried for crimes, but are considered not trustworthy can elect to leave public service voluntarily, or be reassigned to a unit that is responsible for all of the cases that had to be dismissed. If their charge is indicted for the same crime that they had to be let go for before, that prosecutor had better have a mountain of evidence for the People, or they get sacked.
