Given this and that the presentation is tomorrow, your friend really has no choice but to stand back. Otherwise, the presentaqtion itself turns into a tug-of-war, which would not be good for anyone — especially the new hires.

But she can be strategic when she does get a chance to talk — the other person can't stop her from talking, especially at the end. And when that chance comes, your friend could say something like: "Ella covered much of what I was going to go over with you today, so I'll just take a few minutes to fill in some gaps (even better, to be able to highlight some corrections or clarifications).   

Unfortunately that person tends to be a bit too hands-off.

She's been asked to partner with someone (let's call her Ella) who's been there longer, fancies herself a bigger expert, has the flexibility of an iron bar, and shares in a way that is very not. 

I suggested my friend talk to Ella and work out who was going to present what. That way no one would take over the whole thing. The response was "don't worry, I've got it all planned out". Basically Ella sees this as her presentation, and has no intention of sharing it. She pretty much figures my friend will kind of stand there and nod, I guess.

Your friend should speak to the person who asked her to do the joint presentation beforehand to clarify which portion she will give and which portion her partner will be presenting.

Yep. Amtrak owns the tracks. Regional transit runs on 'em.

What "big passenger train company" are we talking about? I thought Amtrak was the only one in the country.
