It's a fairly traditional chord progression, used in folk music and sea shanties for centuries before Mr. Dylan was even born.  Apparently, very few people here choose to acknowledge that there was any music before the 1960s.

Can "Brimful of Asha" be found in the Paradise attic. Haven't heard it in a long while, but I seem to reacall that "Asha" has a bit more of an engaging sound than this song.
