I blame advertising in the USA for these connotations,like International chicken sandwiches at BK a few years back. However, Wikipedia notes thatAccordion is the main instrument in the musette style of ballroom music in France (a style now largely out of fashion) and in the 1950s chanson singing, which has a revival in the form of neo-realism.
And from those ballrooms and singing, it was put in musicals and movies.
A tinkling guitar relative's sound is played to imply "Italian". Another guitar-relative sound is used to imply "Greek"....

They put out a new album this past spring, I believe. And it's very good as well.

These guys have been in and out of London a number of times over the past few years. They've certainly got a good agent acting on their behalf as quite a few of their album songs have appeared on BBC TV shows (e.g. Hustle) as well as a number of TV Adverts. Track 4 (Triptico) is my favourite, but I have to say, the whole album is a very good listen. I've also come across some DJ remixes of these songs............pretty groovy if you're into that sound. Haven't heard anything new from these guys for awhile though?......

In case anyone's wondering...figuring it was, I found an article that confirms the speaking parts are Che Guevara's address to the UN. And what sounds like an accordian is called a bandoneón (very similar):
