The CBC doesn't mandate this, but the Canadian government (CRTC) does. Last I heard, it's 30%. There is debate over this and if it has really helped Canadian artists. I believe it has given many great Canadian artists exposure that they otherwise would not have had.

It has also given exposure to musicians that we didn't need to hear - I could list many - but.... take the good with the bad, I guess.
