It is from a SNL skit, with Mike Meyers,  called "Sprockets."  Mike Meyers played a German talk show host who would end each episode with, "You may touch my monkey," if he approved of the guest.  There was, of course, a monkey on a perch close by.  I loved it.  Here is the only clip I could find.  http://www.youtube.com/watch?v=QHZR9SA5pOg

I have to agree there...both versions, there's a slower one I think on an added disc that comes with the compilation, less produced, more emphasis on the vocals, which is quite pertinent here.
