Not exactly, it is the number of the beast, who is the anti-christ, not the devil.  You could say, however, that the anti-christ is the incarnation of the devil, in antithesis to Christ being the incarnation of God.  In that sense you would be correct.

It's now at 6.7. I see I had rated it 1, although I've always liked the song. I guess I must have been putting my finger on the scale. I'll take my finger off and put the rating where it should be: 9.

The "666 conducer" is the one exploiting and misleading them.  (The sin of "scandal," for those of us raised on the Baltimore Catechism.)  The singer is questioning whether he/she/it has a consience:
