I would suggest in this case the tyranny of language and not culture (as long as we stay in the west) can be blamed.
Classical music is largely instrumental, Italian opera dominated at the time 'cause they invented it. Similarly English rock/pop dominates because it was invented in the English speaking world and non English acts sing in English if they want to be heard outside of their country.

Sir Bill often play non English acts, which could be why we're all here.. I guess.

Actually, up until the early 20th century no other county had anywhere near the illustrious music tradition of Germany/Austria, which was considered supreme beyond all comparison (I am not making this up).  I am of course referring to the "classical", or what I'd prefer to call the institutional music tradition.  Countries like Italy, France, and Russia were highly regarded, second-tier musical cultures, while those like England, USA and Sweden were considered inferior by large degrees.  Now, in non-institutional music, it's Germany that is inferior.  It hardly shows up on the radar.  I cannot think of one decent German performer.   France, Italy and Russia lag too, yet the UK, US and Scandinavia reign supreme.

I personally think it's a 7 because it really sounds like their other stuff, not to mention a ton of other stuff. Although they did basically invent this sound, they really haven't innovated it much. When I first heard them circa 2001 I thought they were going to be the next thing, but I really think they turned out to be another cold play: one innovation and done.
