Dolly is one of the nicest, most supportive musicians out there. She would never dis someone publicly. Beyonce is a capitalist. This is maybe an honest homage to a song Queen Bee has loved for a long time but it comes across as a cynical money grab thanks to the Kanye/Taylor debacle at the Grammys.
