It looks like a "Banksy", a Brit graffiti artist of some note.  I'm surprised nobody replied for 10 years, he's world famous now and worth millions.

A real return to form for Blur after some of Damon Albarn's side projects, the disappointment of "13", the departure of Graham Coxon etc. etc Right now, the one Blur tune everybody wants to hear is the call sign they composed for Beagle 2, the probe that was to land on Mars on Christmas Day. However, as of today, there's been no signal from Beagle.
